How old and how much to spay/neuter and declaw 2 male kittens?

It's not illegal to have a cat declawed female spayed which is a evasive surgery and is 20 dallors more than a males neutering not expensive for cats 60 to 80 dollars

I've never had cats declawed only trimmed when I have appointment and rest of time did myself. I agree with Mike B not sure its legal.
