No it is not.

The park is open around the lighthouse until dusk, but the tours and inside the lighthouse are currently closed. Parking lot closes at 4:30pm

The Lighthouse is not opened for tours.

You can walk around the area surrounding it but the lighthouse itself is closed (you can't go inside of it).
