Can I drop off a TV for recycling? If I deliver it is there any charge? When/where should I drop it off?

Website has $25 fee. Cannot recycle TVs in Pennsylvania or Connecticut. Tube TVs must be smaller than 32 inches, other TVs less than 50 inches.
