Well, I have never tried to count people at a boardwalk. Lol! If you're wondering about the crowd, I would definitely say it's NOT over crowded at all. Way less than Seaside Heights, etc. Much more relaxed environment.
Depending upon the season and the weather plus the days of the week, crowd volume is highly variable.
It's an awesome boardwalk, plenty for both adults and kids, my personal favorite is Jenkinsons aquarium, the fun fair is also really cool and also a very clean beach.
It's an extremely popular destination. Summers are when the crowd is the highest. Good place for families too.
