Yes it do have a step I remember having to pick up my son stroller and place it on the sidewalk
Not that I am aware of. If I remember correctly you have to come up at least one step to enter. Someone in a wheelchair may need help getting in. However, most new budings must have wheelchair accessibility so they may have a way for entry. I would recommend you call them.
