Yes they do. Unless policy has changed in the last couple years you'll need a driver's license to get one. I don't know if they'll take any other ID.
Yes, manual wheelchairs, that you must get unlocked from any security guard/police walking around. You must provide your information, in the event you don't return it back to security. The wheelchairs are located on the top floor, next to the never attended information desk, ear where the elevator is located at to go down to the lower level/the food court, also where you enter the front of the mall, passing on the walkway past Red Robin & Barnes & Nobles.
