It's when all clothing and shoes are half off except for one colored ticket as appose to a regular day when only one color ticket is half off. (i.e. Monday may be blue tickets half off, Tuesday pink half off, Wednesday [which is family day] all colors but white half off, Thursday yellow half off...) I believe they put out new clothes in all the same color and each day the oldest colored tickets are half off except Wednesday where everything but the new color going out is half off.
