You do pay an adoption fee, yes.
Also if for some reason you can't keep the dog it needs to be returned to them. The adoption fees cover the dog being fixed, shots etc. You can't beat the price! I lost 2 cats in 9 months and we drove a total of 5hrs to adopt a long haired tiger kitten that has really helped heal my heart! Worth every penny I spent 🐾🐾🐾🐾
