In the bigger cities I see this allowable, u fortunately malls like this seem to only allow service dogs, but then again if carrying it in your bag I would try it and see if your told otherwise.
Officially, no. It's not exactly because the dog would do anything, but other people's reaction to it. And there is the obvious poop & pee. It's impossible to have a rule with millions of exceptions. But it's easy to make a rule with no exceptions. If it isn't ADA certified with papers to prove it, leave pets at home.
Probably not. I think certain establishments only allow service animals. I imagine the mall would be included in that list.
