The River Cafe fulfills those fantasies I developed watching Nora Efron type movies. It is just wonderful especially in December. When we decided to go next month the first thing I did was make a reservation at River Cafe!

I'd say probably not. There is a bar, but it's relatively small and usually it's people that have a reservation that are waiting to get seated.
