Yes,that's how it works,but while your there make sure you update everything to currently show where you live now.
You make an appointment take in your necessary papers do the written test and get your license. If you're not a citizen, then you take whatever papers you have, birth paper from your country, passport etc anything current to show your identity, along with proof of residency, and pass the written portions of the test and you'll get your license.
