The caverns themselves, no. But the grounds around it should be fine if you're coming to picnic, etc.
I have arthritis in my knees and emphysema. Had difficulty getting out. The climb out with hill and stairs was a challenge.

Well, as someone who brought a stroller you will have to carry it down and back up some significant stairs. The tour is ok for the chair , but if she isn't partially mobile, it may be a no go.
