Has anyone done the Title & Registration by mail in NJ. I bought from a private seller in PA and apparently there is an option to do it by mail and want to know if this is true or not

During Co vid there was some kind of special exception that they would do it but it was exceptional I believe now the only way to do it is in person just like I had to
