i just moved to philadelphia from NY--3days before i moved my wallet and NYdrivers license was stolen --i have previous NY drivers license's plus a passport--can i now get a PA driver's license . since my passport is now my only valid ID ?

Your passport and utility bills should be able to both establish your residence and get you a new license. But I would still call first. If you want a real ID, you'll also need your social security card.
