What are the prices for vendors tables? Do they have to be reserved in advance? Are venders required to open at a specific time and stay to a specific time?

It is not $35 for a table it is $25.open fri.sat.sun...Friday's are cheaper. Fills up quick on weekends when weather is nice

As a vendor you would purchase your table and then arrive in the morning and leave at 3 p.m. Saturdays and Sundays. And the prices for the items on each table vary from table to table.
