Hi Heather and thanks for the question. The most common (and cost effective) way to handle this is with what is called Responsive Design. Using this method the framework of a site adapts to the viewing container whether that's a phone or a television or something in between. Another method used less often is to design different sites or applications - one for small screens and one for larger screens. This was more common some years ago (remember when lots of sites had m.site.com?). Mobile sites can still be a useful choice, particularly for applications where you wouldn't want to provide full functionality on a cell screen. In general, however, these situations might also be better served with an app and website rather than a website and a mobile website.
