You need a yearly snow park pass or a day pass but with the shutdown I don't know if anyone is checking. There are portable toilets there and parking. That's about it. No lodge or sales on site.
Its within a national forest. You need a sno park pass to park at any snow parks in Oregon in the winter months. Its 30$ for the season or 5$ day . But there are no additional fees

Yes, this is an unmanned area, there are 3 sledding areas, each one "bigger" than the previous one, the first one is the "kiddie" one and the las one is the longest one. Update Feb 2018, this is no longer true, the state (?) has taken over and you are now not allowed to bring your own sled, you now are required to rent the tubes for I believe $20.00 which frankly seems like a big ripoff, for the past 7 years at least it has been our "goto" place for a quick trip to Mt. Hood from Camas, it is sad since the place was absolutely amazing, even with no services.
