I thought it was a good and helpful place until I actually needed life or death help and asked for it. Possibly a good resource for some, but this place has completely turned me off from ever asking for help ever again.

Yes they can. Put your application in the regular way online to get in the wait list and then ask about the referral services.
If you go and want to speak to a counselor go in the morning I think that's a lot easier
Palomar offers vpo and assistance getting them and a advocate to go to court with you. They offer domestic violence education through ywca. Which is a great class. I just finished with it. It helped me to recognize the signs of domestic violence in its many forms. I also took a parenting through domestic class with them that was pretty good. They also offer free child care while your there.
Funding comes from public financiers, Grants, and state funds.
