All day everyday.. precinct does not close and always has someone who can help retrieve an accident report. You can go to your local precinct if it helps as you no longer have to visit the precinct of occurrence.
You may DM the picture to the account of the New York City Police Department 121 Precinct Facebook account. Make sure to include in your message what is wrong and what you would like to be done.
If the NYPD. Is called and file a report, if vehicle needs to be towed it has to go thru the DARP program . The insurance company will be notified also thru nys dmv. So if either party wants report than that whays happens . If both decide to just handle on thier own then no tow is called by city agency and insurance company isent notified.

Once you leave the scene of an accident you would have to complete a civilian accident report. You can pick up a copy from any local precinct. Essentially you fill out the report and state what happened and mail it to the provided address on the form (Albany). Police file the report from the scene the day the accident occurred.
