Ice rink is open during the hockey season. Open skating several times on the weekends. If you like to skate, get the pass because its better than paying per session.

I work there. The Bay Center does not charge for parking for graduations. Other surrounding businesses sometimes charge to use their lots though. A parking fee is charged for most events. The fee depends on the event. Hockey is usually $5, other events it's usually $10.
Each tour or event has its own restrictions and at 16 it would depend on if she is accompanied by a legal gaurdian, however to best awnser this question I would look up the number of the box office and call directly as some events may be 18+ shows or 21+ pending on the materials.
Probably if you are extremely wealthy you could rent it out and bring in a trainer. However, do they offer lessons to the public? I think, no

Yes, they have seating for handicap and you can see the seating chart at either Bay Center or Ticketmaster. You can also call or go to Bay Center's box office and specifically ask for handicap seating.

But again this will be whoever rents to facility in puts on the performance, not the center itself.

They do, either you will be seated on ground floor or top floor above all other seating. From what I saw good view either way to be honest.
I would google it i stay in mobile but i have not heard of a game in a long time . That does mean they do .... I would google it thou.
