Do I add the water to rent or separate

Separate so that you have a receipt AND...Make sure that you have "YOUR OWN WATER METER" TO YOUR APARTMENT !! There is only 1 water meter to the duplex that I live in. They send me bills for using up to 7,000 gallons per month. City residential water is only $.0055© per gallon of water. Only if I have MY OWN WATER METER, will I pay a water bill.
