One of the best park in Dallas. Very safe as it’s fully gated. Down side: there is no water game and during the summer it could be quieter hot. Also, the water fountains are still not working at the moment. Be aware that the place closes at 6pm. There is a big parking lot to park

Yes, it is open to the public, but if you ever want to use the pavilion it requires reservations, sometimes several months in advance.
