I called Eugene Thomas, owner of Redemption Pest Management about a problem I had with mosquitoes entering my house. After giving me some tips on dealing with them, he referred me to Kern County Vector Control which offers a free inspection of your property. The Vector Control Officer came to my home and inspected and treated the whole property. He gave me several handouts on the risks of mosquito bites, when they usually attack, and how protect yourself. The whole service is free and is provided by the Kern County government.

That's an animal control issue. A vector is: an organism, typically a biting insect or tick, that transmits a disease or parasite from one animal or plant to another. The reason for them dealing with rats is because they are pests that may carry diseases, but I suppose, rats may fall into either jurisdiction depending on the county.
