I wouldn't think that there'd be a fee. They have a covered area and there were people sitting underneath. If you're throwing a rave, you might have a problem but a few kids and a cake, doesn't seem like a problem to me but I could be wrong.

There is a fenced in playground and I saw a puppy with soneone there. Large park around the playground too.

There shouldn't have any problem the rides and olmost everything in their is kid friendly plus they have this soft flooring on most of the park so kids won't hurt them self over all it's a great place

Yes. Best to take the little ones during the week, because the weekends can be extremely crowded and the older kids tend to push out the young ones.
