Start with your township, village or city office, they handle everything recent. Past-due taxes are handled at the county treasurer's office.
You go in to the county clerk and ask for a form to get a copy of the birth certificate. It takes 2 minutes to fill out. Show your license and pay $15 for the first copy. Additional copy's are $5 a peice. Super simple and it takes maybe 5 minutes from start to finish.
