It's a park! Beautiful at sunset and it has benches and picnic tables to eat on. It's pretty small, but very beautiful. The restrooms on site were pretty clean for public restrooms.

Yes, you can. You do need to contact Parks and Recreation. I think they have the information online too. I just looked, and you would need to apply for a Park and Public Land Use Permit. The application and contact information are on their website under the "Low Impact Park Usage" link.
There isn't a real boat ramp, and the water is really shallow. You could launch a boat you can carry, like a kayak or canoe.
