If dinner over internet contact their cybercrime division and go to ic3.gov to file a report, then also go to the fbi building at lake mead and mlk blvd. Fill out the report at the entrance and afbi agent will call you. They did my wife when she did that. How it helps

Federally an amount of 10k or more requires special handling. I suspect the banks you have dealt with have internal policies on accepting large amounts of cash from nonmembers. Without more information I am unable to provide any more info.
