It depends up to the state guidelines and the caseworker you would need to go there and find out but remember what I said it is up to the state guidelines and caseworker
Yes, they dont care about your ID, as long as you can prove residency with mail or something else like a statement from the Salvation Army.

Yes but make sure your fax confirmation shows the transmission was completed. I have not been successful with trying to fax docs to that location.
