I think so.
The bike path is paved asphalt, smooth and flat. The trails through the wooded areas are fairly flat in most areas with an occasional tree roots across the path that make it a bit bumpy. There is a bridge in one section that has a couple of steps to cross it, you would have to lift the stroller up and down.
