This is a great question. Settlement of debts depends on the Creditor. The debt is not owned by the CBusa so the Creditor has the final say on any settlement amounts.
Great question. Typically the business would call, mail, email or text several times and include billing statements prior to collection. The average is around 5 statements prior to collection.
