Yes. But it depends on what you are trying to do. There is legal owner and registered owner. You could put the car in two people's names such as husband and wife or even just friends that went 50/50 on a vehicle. Both will show on title and registration and both would be required to sign a release in order to sell the vehicle.

No appointment is needed. I've walked in twice within the last two weeks with no appointment and was in and out within 10 minutes or less. However, this location helps with vehicle registration and don't think they do anything for a DL.
No. We process vehicle, vessel, fishing and hunting licenses. We do not process driver's licenses or identification cards.
If the seller is the current registered owner, yes. Take it to Washington State Patrol and file for Lost Title. If not, then no. You need to find out who the registered owner is, and get in touch with them to get a signed, release of interest, or certified mail saying you attempted. Then take whichever of those to WSP and file for lost title
