Your best bet is to call the local Enterprise nearest you with these questions. It can be done, but hours and rates you'll have to get from them.
I would suggest calling them directly to ask. But I do believe they offer one way rentals.
Different agencies have different policies. Generally, the rates are for age 25 and older. If you are younger, they will likely charge a higher rate. Worst case, they won't rent to under 25. Some will as long as you have a license. If your question was meant for the Enterprise agency, this probably wasn't the best place to ask it. Better to call them directly.
