I went to the VA in Seattle and the ATC (Addiction Treatment Center) is a great place and they have great people that really care

How can I get a new ID card so that I can shop at the PX. Was in the Reserves for 6 years during non war time, honorably discharged

You probably don't qualify for exchange privileges even though you were honorably discharged. Unless you are retired or medically discharged from a service related injury. Update, you may be eligible under new rules.

My mother applied for benefits for my father, a decorated, honorably discharged WWII vet, and was turned down. Can she apply again? She is very low income and in need of assistance, and we don't understand why she was turned down in the first place

I read your post, and I'm wondering if your father is still alive, or if you mother is trying to obtain benefits for herself. I'm confused be cause you mentioned that "she is very low income, and needs assistance." Either way the eligibility of benefits, and which benefits, depends specifically on your father's military history. As Chad Hendry suggested you can Contact the Disabled American Veterans (DAV). You may also choose to Contact The American Legion, The Veterans of Foreign Wars (VFW), and possibly other service organizations. Also take a loo at the VA website, somewhere on there is a Veterans Handbook with all kind of information in it. You can download the .PDF copy.

The Everett Vet Center helps "Combat Veterans" with counseling, and psychiatric assistence. A combat veteran is simply somone who has been in a Combat Zone, it doesn't mean the person was actually involved in direct fighting. The Veterans Center helps all veterans completing applications for veterans benefits from the U.S. Dept. of Veterans Affairs (The VA). Actually it is people from the American Legion, VFW, or DAV who help with that paper work.
