The Highway Patrol Testing location is open every the 2nd, 4th & 5th Tuesday and they are open every Thursday @ the Missouri Career Center, 61 E Highland you can reach them at (417) 942-8043.
If the application for title was never processed into your name, you will need to contact the previous owner of the vehicle and have them apply for a duplicate title in their name and then reassign the vehicle to you again. The previous owner will need to have their signature notarized so they will need their state issued ID with them, the fee would be $16.50.
The MSHP Examiners do the tests at the Career Center (621 E Highland) every 2nd, 4th, and 5th Tuesday and every Thursday from 8:30 AM - 4:00 PM.
If you are over 70 years of age $12.00, most other ID or "Non-Driver License" transactions are $18.00. License fees are based on either the horsepower of the vehicle or weight if it is a truck. Give us a call and we will get you an estimate of your fees.
You will need an Odometer/Identification inspection if you have an out-of-state title on a Motor Vehicle. If you need a safety inspection to license your vehicle you can use it, if you don't need a safety inspection ask any inspection location for an "ID/OD".

This questions was asked before we assumed operation of the Nevada License Office and not answered, it's a good question though. If you trade vehicles you should use an even trade bill of sale and you won't have any sales tax due on the transaction.
