It depends where you want to turn around. There is a very easy loop around the lake itself, very casual more of a stroll than a hike. The trail to chicago lakes starts at Echo Lake and is a beautiful trail. You walk a ridge before descending down into a valley (so take note, you end with a steep uphill on the return). It is a short hike to the reservoir, I'd rate it as an easy moderate if you are acclimated and in shape. From there you can continue on to Chicago Lakes, moderate. Then there is a steep switchback to summit lake, hard. Finally you can hike to the summit of mount Spalding and then on to the summit of mt. Evans (a 14er). Long and very hard. But perfectly possible. I love the chicago lake trails because of all the options, you can just do whatever you feel up to and turnaround.

There’s no price and the picnic tables are first come first serve. There’s usually one or two open though!
Side of the road. There's a parking lot as soon as you arrive to the lake that gives easi access to trails. If it's too busy you can keep driving and at the end of lake there's more parking spots and places to start your hike. You can walk to the lake form any point.

No. There is no fee to spend the day at the lake. Sorry. I haven't been there for a while. I guess they do charge now.
Echo Lake is open year round but my guess is road to summit is closed right now.
No. Echo lake is a mountain lake, for all to enjoy, there are no homes or mobile homes up there.
Road to Summit Lake and Mt Evans summit is closed for the season, closes end of November Early October depending on weather. The road to Echo Lake stays open most of the year due to residents on the mountain.
