I would suggest that you first file a missing person's report at the nearest police station. Then call them at the phone number that appears on this map and ask the operator if there is a person with the name and characteristics of whoever you are looking for. Or better yet, go to this facility's front counter and ask them if they have such an individual. Take a photo of him/her with you if possible to make it easier for them to find this person.
