As far as I know if your born in Arizona you have to order it online at least that's what I've been told countless times trying to get my sons
U need to go to 1112 joshua St parker arizona. U can literally see wells fargo across the street. U can go there Monday thru Thursday from 8am to 430pm go in and tell them u need to take it test they will either give u a written test that u can take in it car or they will give u a link to do it on line where u show them a certificate in which u get the physical blue card that it store will require u to have.
