You can get your birth certificate on the first floor of the County building at 189 E. Court Street. The courthouse only holds court records. Vital records are all held at the County building.
On the south side of the courthouse, you can park in the probation parking lot or the additional parking lot to the east (south of the church).
The courthouse is open but there is no court in session unless it's an emergency or someone in custody. Check with the circuit clerk if you have any further questions.

Unfortunately, wills are not publicly recorded. There's not county office where you can check and see.
Generally no (but sometimes yes). Only attorneys can represent other people in court, not private citizens. But everyone is human, and if some emergency happened, the prosecutor and judge will understand. When the person's case gets called, you can introduce yourself, explain the emergency (i.e. defendant was in a car accident and is currently hospitalized), and you'll probably successfully get a continuance date for that person.
