Where there is a megabus stop. It seems relatively safe to wait for the bus in the early morning hours. I used the Megabus twice in the early morning hours, but I didn't feel it was dangerous. There is also a philly phlash bus stop right next door. Across the street is the US Court House. There is an independence visit center diagonally from the stop, and there is a big bus stop around the right corner.
