It is fully publicized when the balloon festival is if you're talking about the individual balloons that launched morning and night there is no record of when those go off I am a Chase group team member and it's all based on the winds and the pilots
I was only up there for a week, but I only saw small GA airplanes and the occasional helicopter, no balloons.
