No. Gates are closed. Doesn't mean you couldnt park on state highway 140 and walk to the pond. I dont belive there is a fence farther down towards Alton.
There is ball diamonds and soccer fields along with playgrounds,rose garden it's very nice there... you will enjoy it. Pack a lunch spend the day ..there is also a golf course Spencer T..
Yes they have 1 permanent court and a couple temporary courts on the lower tennis courts

Contact Alton parks and recreation
Not sure contact the Alton Rec.dept. Monday they may have heard.. haven't seen anything advertised yet... don't forget to join the Riverbend Rockers if they have their Easter Egg Hunt follow them on fb.. last year's was their first year and it was great..
No rv sites.. Or hookups.. No camping. Park only open from dawn to dusk..
On a leash.. Supervised.. with potty cleanup bags.. I wouldnt see a problem.. Dunno exact rules tho.. Wish i could be more help..
The Nan Elliot Rose Garden in the park is a very popular place for weddings.
