Yes it does have some mud holes right now but will dry up in summer but you can find stuckfest on facebook they do events out there and bring water trucks out there to fill some holes up for a course

No it doesn't matter but it does matter what kind of sticker you have on it. Red stickers arent allowed during fire season

Not a technical place at all. Very open for beginners. With multiple tracks.

Lots of rocks and small hills. Go karts and mini bikes with offroad tires only. Smaller tires for the road will not work well.

You are required to have current registration there. Most of the time you will not see rangers out there except at peak times (mostly late mornings to afternoons on weekends and holidays), but if they show up unannounced you WILL get a ticket for it.
