I applied for CEAP in February 2022. When trying to check on my eligibility I was consistently rebuffed with “it can take up to 90days and it is still in processing”. Never an offer to talk to someone that might help as I had a disconnect notice twice. Someone I know works in this very job for another Texas county, she advised me to call and tell them I was going to contact the Texas Department Of Housing and Community Affairs (TDHCA). TDHCA administers CEAP funds and WILCO answers to them and must follow TDHCA guidelines. After I told the office specialist of my intention they are miraculously contacting my electric company. I have never been treated so rudely, I can only imagine how someone in much greater need and circumstances than I must feel trying to negotiate their system. I hope the employees of this center are never in a position of vulnerability and forced to be subjected to so much disdain. Being in this position and feeling so much anxiety is humiliating enough in it’s self. I don’t need another person adding to this hardship.
