I paid 11.00 to park 8 levels up. Elevator was broken. They did not take cash. If I could give it a 0 if I could. We went to a concert. Think about 8 flights of stairs when you just matched a 3 hour concert. Awful.

Is there an elevator in the ramp? What flooor is the access connected to the Library?

The elevator for this facility is located in the center, on the side of the building closest to the library. The access point for the library is on level 5 but do be aware that the doors are locked and unlocked by the library and not the parking facility itself, so you may not always be able to get through.
