Yes they're based on income. Not sure about pets, but I've seen people walking dogs, so maybe. I don't live there, my granddaughter's father does, so I'm there ever other weekend. If you look it up, I'm sure they have a number to call for more info.
They say there is a curfew but I never heard or seen it enforced.
