I think what they're saying is that this is a supply store to pick up the ingredients to make Homebrew I don't think you make the Brew they are.

It may have been old. If you get a bottle that's a year or so old or older, it will generally foam up pretty bad.
You can see the brewery while drinking some of there beer. By state law they can only serve up to 3 pints.
