my packages are not being drop off at my address even if no signature is required. I called UPS today because the package was not delivered because I wasn't home, I was told a message was going to be sent to the delivery driver and was going to be deliver today.. well is 11 pm and no delivery

They have certain hours they say their customer center is open. I find with most remote ups the best idea is to call ahead as they're normally light staffed and sometimes drivers man the customer counter.
Yes he could but you might have to message that when ordering or let the center know before delivery.
