Yes. You will need to pay the gate fee to get your car into the Islands (≈$15) if you don't have a year pass. Harbor Landing has 3 types of boats, all pontoons. You go out with a full tank of gas and they top you off when you get back and charge you the difference, in addition to the rental fee.
