I am here every 2 weeks. But never had a bad experience even with the on going construction. It looks better by the day and when complete I am sure fantastic. It has been 2 years and i visit now once a month after being allowed to fly. The airport is still looking better each visit. Construction continues can't wait till it's finished.

Most rental car facilities will remain open 45 minutes after the last commercial flight arrives. Even if the rental car company you chose is closed; the ones remaining open will take your reservation, provided they have cars available and possibly at the same rate you booked with the original.
We rented from Enterprise and they were on the first floor. I don't remember which others were there.

The airport is very handicap accessible and the staff will be more than willing to help you when asked.
No shuttle needed. You can walk to your car which is in the building (CONRAC) directly across from where you rented. Now if you need assistance with your luggage, or a courtesy cart to your vehicle; both which are available.
Depends on where you rent it from. Hertz is pretty good to rent from usually reasonable you could call and find out or check online .
The car rental terminal closes at midnight. Hotels are a short distance away. Less than 2 miles

Sure you can. But that would usually come with a drop off fee. You would be taking a car away from the fleet of whom you're renting from, and that company will have to get someone to drive it back. Now here's a tip: Whoever you are renting from, ask if they have a rental that needs to be returned to your destination? If so, they will likely rent it to you for a significant discount or free of charge, because you are providing a service, returning a car to its home base.
