if you have received an email that has "our decision is final" at the bottom unfortunately you cannot appeal it and you won't be able to drive with uber again

It's possible but you'd have to go into the office to know for sure. Also as a side note unless you already have an account for Uber in NYC (TLC) then you won't be able to start one as they are no longer accepting new applications to drive in NYC. You may however, if you qualify and pass a background check, be able to apply and get approved for an account outside of the 5 boroughs, NYC Suburbs (Westchester, LI, CT) or Jersey.
